Summary:

Tom Shubnell is a principal in The CCG Group and has over thirty years experience in information technology and healthcare information systems. He has developed and led many strategic planning efforts and has developed and participated in numerous IT assessments, vendor selections and implementations. His extensive background includes CIO and CEO duties for healthcare providers and senior consulting positions with multinational professional services firms as well as Regional Director duties for a leading health care software vendor. Prior to joining The CCG Group, Dr. Shubnell was a Senior Solutions Director for a prominent healthcare IT consulting firm. Prior to that, he served as Senior Manager and Regional Director for PricewaterhouseCoopers LLP, with responsibility for developing and implementing effective healthcare solutions for clients, conducting engagements, and directing staff. Before that, he served as a Senior Manager with Ernst & Young LLP, where he conducted healthcare management consulting that encompassed strategic planning, interim IT leadership, vendor selections and negotiations, and application software implementations.

· Served as interim IS VP for multi-hospital IDN responsible for over 450 applications with 180 staff.

· Conducted multiple IT department diagnostic reviews.

· Created HIPAA consulting practice, which grew from one to 12 staff in fifteen months.

· Created CPOE implementation methodology for clinical engagements.

· Consolidated two regional professional staffs into one operating entity and reduced overhead 30%.

· Provided contract negotiation and assistance for multi-hospital group to significantly reduce vendor fees.

· Provided program management office services for multiple concurrent systems implementations.

· Transformed IT department services to outsourced management which increased services and reduced costs.

· Provided vendor selection program management for multi-state, multi-hospital group.

· Developed pre-market assessment and rollout plan for vendor new healthcare pocket device, reducing development time by 6 months.

· Provided IT implementation assistance for major for-profit health care company.

· Provided contract negotiation and implementation assistance for multi-hospital group which reduced implementation time by almost 1 full year.

· Provided program management for nationwide managed care implementation for 180 locations.

· Managed two successful health care defense litigation activities for a worldwide information services organization and a software vendor resulting in potential loss reduction of $80m

· Developed plan and assisted with successful business process adaptation for national managed care company buyout of regional insurer’s mental health business.

· Provided on-site interim CIO services and concurrent implementation activities for a multi-hospital system.

· Managed numerous client relationships, including recruiting, managing, and scheduling implementation personnel; overseeing contract administration; while managing a large revenue and expense budget.

· Managed the successful installation of more than 100 application systems at 12 hospitals in 2 years.

· Increased add-on hardware and software sales for major systems vendor by over two million dollars in one year.

· Managed the integration of two diverse corporate information groups into one combined entity with a clear focus and direction; directing the implementation of comprehensive information systems throughout the health care system composed of 16 hospitals with more than 5200 beds; and for developing and implementing strategic plans

· Responsible for creation of a subsidiary IT company with total profit and loss responsibility. As CEO, successfully developed and implemented the business plan and all necessary operating policies.

· Responsible for IT, Medical Records, and telephone systems, with a heavy emphasis on strategic planning, needs identification, and project oversight, including RFPs, vendor selections, contract negotiations and implementations.
