Sam Schultz II, Ph.D. is a Principal and co-founder of The CCG Group. In 2003 was also appointed Full Professor and Director, Health Management and Informatics, at the University Of Missouri School Of Medicine where he continues to maintain an adjunct position. He has over 35 years experience as a professional educator, researcher, administrator and consultant in the area of health care information systems management. Prior to joining Cardinal Consulting, Dr. Schultz was the CIO of a large national integrated delivery network. Prior to that he was the Vice President for Information Services and CIO for the University HealthSystem Consortium for seven years where he was recognized as the CIO of the Year at HIMSS. Prior to UHC, Dr. Schultz was the Associate Executive Director and Chief Information Officer for the Hospital of the University of Pennsylvania where he formed the HL-7 organization and served as the first Chairman. Dr. Schultz was a Full Professor and Research Scientist as well as the Chair of the Research Department in the School of Nursing at the University of Michigan. |

· Dr. Schultz has assisted over 30 healthcare delivery systems in all phases of their strategic planning, from review and alignment to scorecard development and customer engagement. · Led the design and installation of one of the first network based clinical information systems in an academic medical center (University of Pennsylvania)as well as the establishment of the Information Management Department and the development of a Medical Center strategic plan. · Led the development of the Clinical Information Network (CIN) for the University HealthSystems Consortium that promoted the sharing of data from academic medical centers, utilized for benchmarking and the identification of best practices. · Led the development and establishment of a national council of university healthcare CIO’s and a computer-based tool for assessing and diagnosing relative accomplishment of IT investments. · Led the development of web-enabled PC software for use by university physicians to “point and click” their way through comparative best practice clinical and cost information, designed to improve the quality and lower the cost of care. · Participated on vendor advisory groups to provide product assessment and direction. · Led the strategic evaluation and assessment of the entire application portfolio for replacement at a leading Academic medical center. · Provided leadership in the development of a Y2K strategy and rescue plan for a large IDN previously unprepared for the magnitude of the issues as late as 1998. · Served as a consultant to CEOs of Academic Medical Centers on information system strategy, information technology services and leadership. · Established partnerships with vendors that enabled the hospital and clinics to meet business goals and objectives by making appropriate information technology investments. Developed an IT payoff algorithm for budget prioritization. · Provided advice and counsel to several international health care organizations including: Norwegian National Hospital Project 2000; Swedish Crown Corporation for Healthcare Software; Uppsala University Hospital; University of Helsinki Hospital; University of Zurich Hospital; Hoffman LaRoche, Basel, Switzerland; Civil Hospitals of Lyon, France and People’s Hospital Number 6, Beijing. · Authored many articles, chapters and monographs; presented numerous strategic health care information system topics at numerous conferences including HIMSS, American Nursing Association National Convention, American College of Healthcare Executives, HL7, CHIME and several international meetings. |
