William MacFarlane is a Principal in The CCG Group and President of MacFarlane & Associates, Inc., (MAI) which provides a variety of healthcare operations and receivable management services. In his current position, and in his prior position as the Partner of the Healthcare Operations Improvement Practice for the Midwest Region of Coopers & Lybrand, he has been directly involved in providing a variety of healthcare financial management services. He has over thirty years of experience in the healthcare industry, including twenty-five years in healthcare financial consulting. He has participated in a wide variety of consulting assignments for hospitals, physicians, clinics, managed care entities and other healthcare related organizations. Over the past twenty years, Mr. MacFarlane has focused particularly in the areas of accounts receivable management, information systems, organizational development, and cost reduction programs. Additionally, he has extensive experience in the evaluation, development and implementation of several Central Business Office (CBO) entities. |

Some of Mr. MacFarlane’s specific healthcare related assignments have included: · Performing a major reengineering project for the claims processing operations of a large for-profit behavioral managed care company. · Performing interim management as a CIO for a managed care specialty care company. · Assessing the data base design of a provider-based managed care claims adjudication system. · Coordinating and facilitating the redesign of a Medicaid managed care plan’s claims processing operations for a major Outsourcing vendor. · Providing project management and oversight for the installation of a networked PC based practice management system for a large, multi-site, single-specialty group practice. · Directing the development of a strategic long-range information system plan for a large Midwestern University teaching hospital. · Completing a patient accounting department reengineering project for a multi-hospital system with a focus on document imaging and moving to a “paperless” operation. · Conducting system utilization assessments in the areas of the admitting, outpatient, emergency and clinic departments, as well as patient financial services. · Organizing and directing several accounts receivable management projects in a variety of medium and large inner city and suburban hospitals. These assignments emphasized reduced receivables and improved cash flow. · Designing a PC based patient accounting data base system to track all major third-party payers, along with appropriate management reports to monitor the results on a daily, weekly and monthly basis. · Conducting customized user training programs for several major HIS vendors’ Patient Management and Patient Accounting systems. · Identifying user requirements for hospital-wide information systems, creating requests for proposals (RFPs), evaluating vendor products, and recommending alternatives for several healthcare providers in the Midwest. · Publishing an HFMA article for First Illinois Speaks--”Healthcare Delivery of the Future.” · Participating in writing the American Hospital Associations informational manual entitled, “The Hospital Admitting Department.” · Assisting in the development and presentation of Aspen System’s education seminars on “Accounts Receivable Management.” · Co-authoring the HFMA article “Patient Accounts Manager’s Role Comes Into Focus.” · Performing interim management as a Chief Operating Officer for a 220-physician multi-specialty group practice. · Conducting cost reduction projects in the admitting, outpatient, emergency and clinic departments, as well as nursing service and radiology departments. · Directing the implementation of several hospital-wide conversions for computerized census, order entry / results reporting, billing and accounts receivable systems. · Managing several inventory reduction projects in the areas of Surgery, Central Supply and Cardiac Cath Labs. |

Mr. MacFarlane received his degree in Business Administration. He is a Certified Management Consultant (CMC) and a member of the Institute of Management Consultants, the Medical Group Management Association, American Association of Healthcare Administrative Management and an advanced member of the Healthcare Financial Management Association. Mr. MacFarlane is a Certified Healthcare Financial Professional (CHFP) with an area of specialty in Patient Financial Services. He is an active member of HFMA’s Publications Technical Review Committee and the Patient Financial Services' Internet and Membership Task Forces. He also serves as an advisor to St. Anthony Publishing for its line of healthcare-related publications. |
